(NY)(03-11-2022) Tow Operator Struck on Onondaga Lake Parkway in February has Died

Syracuse, N.Y. — A tow operator struck on the Onondaga Lake Parkway by driver police said was under the influence of drugs has died according to the Onondaga County Sheriff’s Office.

Irael Martinez, 48, originally from Cuba, was loading a vehicle onto his truck on Feb. 24 when a driver did not move over and his SUV hit Martinez, deputies said. He was taken to Upstate University Hospital in critical condition.

Martinez died Friday morning, March 11th, said Sgt. Jon Seeber, a spokesperson for the sheriff’s office.

Richard Congel, 76, of Clay, was arrested and charged with driving under the influence of drugs, Sheriff Gene Conway said at a news conference the day of the accident.
